Probably true, but a settler colony has never suddenly had a person of conscience and intelligence running it. In as much as the offer made to Einstein was real it was a truly unique opportunity.
I don't think it is possible for a political position to be truly a "figurehead position". I think it would have afforded Einstein some political power and I think he could have used it for some good.
