In answer to your question, talking about systems instead of games might be viable for my use case.
@calvinrosscarl.bsky.social mentioned the “modular deck system” from the Sadler brothers, which is why I offered a second word.
But I think for what you’re doing, the ideas would be quite distinct and modular rules system would encompass something different
