Sorry to break the bubble but a judge or 100 judges can put out orders as much as they want. They write stuff on a paper.
Someone needs to take those papers and actually bar entry or put them into jail.
Who? Guards? FBI?
Whoever tries will be fired and judge's orders stay as just a paper
