Yup. We do have social systems that are designed to work with a growing population, and we'll have to adapt those to work with a declining population instead.
That includes anything from capitalism's demand for growing markets to social-welfare systems' need for workers to support those who can't.

The wealthier the people, the higher the cost of having children. It's a Baumol problem, compounded by the extra opportunity cost for the woman.

It's a real issue but it's possible to address with policy. If you look within Europe, there's not much relationship between fertility and wealth.
