If heat and filters are available you do this after filtering, but before boiling. Boiling removes a large amount of the excess chlorine. To make it taste better for drinking straight after boiling make tea.

People think the kids we raise are ours — that parents own their successes & shortcomings. We don’t. These parents want their kids to be “normal”. But normal doesn’t exist. If this was about helping kids, they’d put their time & money into the actual therapies that help people live with ASD.
