So the DNS record for https://www.usaid.gov has been removed. However, https://usaid.gov still works and redirects to https://www.usaid.gov. If you modify your hosts file to point https://www.usaid.gov to 12.96.42.215 you will find that the site still works. Someone removed one DNS record but forgot about another.
