No, the goods would still be EU goods. International trade has "rules of origin" specifically to deal with this kind of trade deflection

Thank you. John was only aware of them in an EU context, so I did not know if the US had similar rules. If you will indulge me further, assume I import potash from Canada and manufacture fertiliser and sell that to the US. I assume that would defeat rules of origin as I am creating a new product?

The rules of origin vary country to country and agreement to agreement, but you should be fine yes.

Potash ---> Fertilizer is both a substantial transformation and a lot of value added, so you tick both potential boxes.
