I think the main issue is those tend to be the ones with the cash to buy influence and do whatever they please. Thats why America is filled with duch rampany corruption. Capital is king and the king at the top keeps openly ripping us off as the American people grow more desperate.

The obvious choice for NYC mayor is an empathetic technocrat but the sheer size and political complexity means that if you're lucky they find their way into heading important but not flashy departments for a couple decades and eventually retire and are memorialized by a niche fan club post mortem

NYC is too big for the entire populace to consistently pick 'normal' people. Each borough should have its own mayor who then works with the others on city-wide initiatives, but mostly deals with their own neighbourhood.

There are Borough Presidents, so maybe they should be the focus not the Mayor.
