Ordinary people don't have the power to tax billionaires. Same goes for any top down approach. Grassroots coordinated effort might work. Council run ethical letting agencies and tenant owned housing associations.

My local council has its own lettings agency. They are using it to expand council housing. They charge a 5% lettings agency fee and, collect the rent from the tenant. The landlord only sees the money if they behave. Also, the council is the one to interact with the tenant, not the landlord.

Cheltenham Borough Council have a clear set of priorities. A fair deal for tenants is not among them.

That's not why Gravesham Borough Council set up their lettings agency. It's to expand council housing via franchising without costing them any money. But it massively reduces the money they spend on temporary accommodation. It's actually a money saving exercise disguised as being nice.
