Looks like a "Tomcat Robo" made by Mark (they also made the Convertors line) circa 1985. The info I'm finding suggests that it may have only been available in Japan.

Like a lot of Mark/Maruka stuff it was released in many different ways, both carded and boxed, in a few different lines due to Mark folding during production (originally from the same range as the Esso Robot Racers and Monster heads). One of the rarer ones though so this was definitely a good find

It's tough to pin down the details because (among other things) there's also a "Tomcat Robo" in the Machine Robo line (Sky Jack in Gobots) AND Mark themselves also made a "Tomcat Jet Fighter" transforming watch.
