This… isn't really true? There is a default algorithm (Discover), there are thousands of other algorithms to choose from, and a lot of them take likes into account. I literally found this post on the What's Hot feed because… it had lots of likes.

There’s definitely feeds that take likes into account, so likes aren’t inherently *meaningless*, but reposts also help visibility much more than in Twitter, since the “Following” tab is front and center and people tend to use it a lot more than over yonder
I used to spend 99% of my Twitter time in the For You feed
And on bluesky it's probably
75% Following
10% Discover
10% Only Replies
5% other feeds
Granted, it seems very rudimentary in how it chooses what to show you and doesn't seem built around boosting ragebait, but there is an algo
I use Discover ca. twice per month out of curiosity... but just like on Twitter, there's nothing there for me. The posts shown are still better than what Twitter shoves at you tho.

Likes are public, like everything else in AT Protocol (at least for now)

Because they will probably eventually stop posting if they are stuck at 50-60 followers.
And only liking those posts
will probably create zero growth.
