They just stand in front of the court and lie. There is no fraud. There is no evidence of fraud. They know that.

ust reviewed the coverage of Carl Nichols' decision enjoining Trump's shutdown of USAID. Only Politico (and my own post) note that Nichols specifically said that DOJ presented no evidence of fraud or corruption.
