Help!

I seem to remember ages ago hearing somewhere that, when Gerry Davis was writing Dr. Who and the Cybermen, he began writing it for the then-current Dr. Who (Pertwee) before being told to write it for Troughton instead. I can't find a source for this though, any help would be appreciated!
