There may be some legaleze way around it, but if congress has approved money and weapons, he has to get it to them. He should absolutely be much more vocal with disapproval though.

Remember, trump's first impeachment was for witholding funds and weapons that had been approved for Ukraine.

I agree that currently passed aid has to go where it’s been allocated, but there is absolutely nothing stopping Biden from saying “until you stop the Palestinian genocide, I will veto every single US aid bill to Israel from this point forward,” and being extremely vocal about that being our stance.
