But it only works if you have real alternatives for most commuters and residents - like NYC does. My kid lives in Brooklyn and commutes to that part of town on the subway - cheap, accessible, and fast. SF has little support for non-drivers.

Downtown is very well served by transit. BART, Caltrain, and Muni all service the downtown core, and are quite frequent
(Caltrain being an exception outside of commute hours, but they’re improving).
Downtown also has a ton of solid bike infra. Lots of options.
