Navigating Trump's executive orders & exemptions is difficult for HIV orgs b/c many administrators:

1. Preemptively follow the order
2. Hold off on following the exemptions
3. Listen for & comply w Trump's informal comments rather than the exemptions themselves.

It's a power imbalance.
