The only way I can try to make sense of this is through 'linkages': sometimes a factory owned by a massive corporation can still helps small businesses in the area: local tradespeople, truck drivers, food places etc

(I am no economist but) I find it odd and strikingly post-Thatcher British to try and run a ~Kaleckian last-phase arms economy through the deindustrialised economic infrastructure of small business.
