In F1 the car is completely redesigned individually by each team every year. From race to race key parts are redesigned in a continuous development battle. F1 is not a spec series based on suspension settings. The cars from different teams are completely different.
No objection, but it’s the same team. Maybe some engineers or mechanics change between seasons, but not all. It’s not like just one guy knew the perfect suspension settings…
The cost cap will also have made a difference. It's not just that they have gotten worse teams are catching up. I think we'll see more impact as the smaller teams improve infrastructure.
The only answer is the extremely long one, but the best short answer I can give you is: Nothing is ever that simple, the signs are there from the start.
