Half the point of the show is lampshading how bad tv can really get. You can't have Twin Peaks unless you have that down-facing peak in the chevron down to its utter bottom. That was always my interpretation for S2's cringe excesses.

Exactly. It's why Lynch also gestures towards the ridiculousness of "dramatic" TV with the cutaways to the in-universe soap opera "Invitation To Love" in S1.
What happened is the producers looked at the comedic aspects of season 1 and wanted to go in on that, but they didn't understand how Lynch used comedy to contrast the really dark parts. So S2 ended up with banal, weightless chaff. They thought they could do Lynch without Lynch, but were very wrong.
