See, in Moorcock's writing, Law and Chaos are cosmic forces beyond our comprehension. Humanity, life as we know it wouldn't be able to function if any of these forces dominated reality. What we need is the habitable zone of Cosmic Balance.

I don't know these days but this is what Shin Megami Tensei used to be about - a quick comes to mind: "Hell on Earth and Heaven on Earth would be equally as inhospitable to people on Earth"

In OD&D, Law is basically Western Civilization.
Chaos is there so "the good guys" can manifest their destiny all over them. Even when Good and Evil where added as additional concept, it was still mostly guided by a guy who thought "nits make lice" was a badass paladin quote.
