Sophia have you tried Forgotten Realms Unlimited Adventures (FRUA)? It's an older DOS-based D&D game creation engine but people are still using it today to make their own games and it works on moderns PCs. https://store.steampowered.com/app/1904526/Unlimited_Adventures/
