It's cream cheese and grilled onions. That's the main base. Most people have to try it first, but I have never met a person that did and didn't like it.
A Seattle protest food cart would have to have teriyaki chicken, in addition to the Seattle Dog. Not sure about the handheld aspect…maybe yakitori skewers.
Philly would be the champ in handheld revolution food. The hoagie was one jawn born in Philly. Youse guys can call it a “sub”, or heaven forbid a “grinder”, but we will climb every light pole clutching a hoagie at protests and celebrations alike.
Probably New Orleans, although the handheld part does limit it a bit. NYC with their hot dog, knish, and hot pretzel carts are a strong contender given the infrastructure is already there.
So it depends. If the protests are moving New Orleans isn’t great on street food. But if they are in one place, well, it’s pretty easy to set up a fish fry and jambalaya cooks in large batches.
You can hold a muffuletta but it takes both hands; maybe hurl beignets at the cops after they’ve gone cold (would not waste one right out of the fryer of course)?
It might be LA, for handheld and those quick little carts that can be anywhere in a second. I’ve seen a guy cut across six lanes of traffic to feed a concert line.
