But coming back to my point: every 10 years there is a new treaty with more flexibility precisely because of issues such as 1 member out of 27 blocking things.

I don’t think any country would agree to provide troops to a military force if they didn’t have a veto on deployment of those troops.
At best an EU Army would be a pool of national armies that would opt-in to requirement. Which is basically what we have now.
So what is Britain’s suggestion?
