Civil engineers overbuild roads to handle one standard deviation over the speed limit, for a margin of safety. Motorists erase that margin, moving the bell curve distribution over until "limit" becomes meaningless.

Lots of lore about the 85% by motorists, little awareness about where it comes from.

For the uninitiated, speeds in California are set not based on how fast drivers *should* be going, but based on how fast they are *already* going.

Laura Friedman's bill AB 43 allowed for additional 5 mph reductions beyond that, but still only nibbled around the edges.
