Even before Cambridge Analytica was named that, the company existed to manipulate elections via social media: presidential, Brexit, etc. It's not that the algo was "biased." That was the purpose of the algo. See Christopher Wylie's book Mindf*ck. It's legal, and it works, and it's scary.
