Plus, there are games where the player character is the one giving the tutorial, so even that excuse seems weak.

Two examples off the top of my head are FF7 and Disgaea 2.

Can't you use this logic to argue that every game needs to be an origin story or fish-out-of-water or feature amnesia or something similar? I guess the idea is that if Q is explaining a gadget to the player he's also explaining it to Bond and that reduces "dissonance"?

I don't think most players are bothered by this sort of dissonance. Maybe it's weird if you're too diegetic with it and have a voice in Bond's earpiece explain that you can duck in tall grass to hide, but you can do that less diegetically or just say "Remember..." which is clunky but who cares...

On paper it's silly if characters constantly say "remember here's how you use your watch gadget" or "remember here's how you drive a car" but the tradeoff - having players play as a Bond they aren't that interested in - doesn't seem worth it.

I just assumed it was more about making a franchise where you get Bond starting out and then each game he's older or whatever. A way to make games endlessly but have the sequels be "different".
