From standardizing design and increasing in-house engineering, design, and contract management to adopting best practices, improving resource allocation, and addressing labor cost issues driven by expensive housing, there is a lot to be done—with unreal benefits.

Unfortunately, the best time to do this was prior to it passing, as a pre-condition to the MTA being able to tape these funds. There is little urgency now for NYS to have this painful conversation.
