What is a good indicator that a street design is not safe for bikes?

I recently saw three Albany CA police officers on bikes riding on the sidewalk next to San Pablo Avenue near intersection with Dartmouth Street.

Armed police officers in uniform, riding their bikes on the sidewalk. 🤷‍♂️
