This is going to be an unpopular opinion, but I buy this reasoning. If the federal government tries to strongarm officials by bringing charges and then offering to drop them in return for favorable policy choices, the result should be dismissal with prejudice.

- If Bove was being corrupt (duh), then dismiss w/ prejudice b/c prosecutorial misconduct
