The problem with telling people to just help pre-existing tournaments is it's comparatively more boring. You're not making decisions, you're usually volunteering to do the busywork. You might not get much recognition. It's important work, but it's not attractive at all. But then make that IRL...

I think the secret solution to the "too many tournaments!!" thing is try to persuade eager new TOs to help with LANs instead of online if they can. Hosting things in real life seems more intimidating at first and could probably be demystified a little
