This does mean slower turn around because you can't submit until work is done, by which time in some parts of the field it may already be outdated. There are pros and cons to both systems.

Yes, and they already suffer this. And that's fine for them. In #DH at the moment you can get funding, put in a paper proposal, knowing that by the time the conference comes around you'll have done the work. The other way you have to get funding, do the work, then write and submit the proposal, etc
That I completely understand, but it also feels weird to evaluate based on promises, and in a world of open review and non anonymous ones, this can also lead to a worst effect: trusting promises based on the name.
Honestly, I'd rather not have promises for conference.
I like a world where we trust each other and it is mostly rewarded. But, true, that is definitely a downside (but those can always be pulled from the conference). I guess if I timed my work to finish just a month or two before the closing date ;-) That way is probably better on balance of things...
