I’m even cautiously optimistic that there’s a chance that Congress won’t, in fact, change the law, since it benefits Trump and Republicans to be able to blame Biden for four years for any energy issues

Trump has proven time and again that the law has no bearing on him. It’s infantile for Democrats to have expectations that Trump will follow the law. It’s like they are incapable of learning from their mistakes.
