When D's use it they need to do it on an issue of maximum popularity or they'll probably lose it.
But the filibuster rule can always be changed by 50+1 Senators. So if they need to add another kind of bill or a one off case as exempt from filibuster, they will do so.
What they can do is start trying to win local elections, especially outside downtown urban cities and college towns.
