However the very public statement made on Fox News by Tom Hoffman that if Adams broke their deal he would be up his butt, was the admission of a quid pro quo deal. That highly unusual deal means Hochul has to view removal in light of the danger of inaction.

NY State allows the governor to remove mayors after a defense hearing. The NYC City Council can also do something, but it requires cooperation with a borough president and a deputy mayor (a bunch of whom just resigned!). Hochul may be trying to drag it out so Cuomo can't run in a Special Election.
