I wouldn't call it a tax, because taxes go to public goods, but I would call it a penalty for the poor (and that go instead into the pockets of wealthy banks).

Banks fall under provision oversight by member banks within reserves.
Unless Federal Reserve authorize increase any do so are in non compliance status and could be subject to loss of license upon increased fees without Reserve 1 permission.
I will vote to liquidate banks who increase fees on poor.
