It's not actually a proof of citizenship though, permanent residents and even people on certain visas can get them. It is however a federal ID for Real ID purposes.

That's not how visas work! A visa is just permission to come to the US and ask to be let in, once you are in the US your status is conferred by something else like an I-94. And someone could have come to the US on a visa waiver/ESTA which leaves nothing in your passport.

...which grants presence for 90 days from entry, which is noted in the Global Entry system, along with a head shot. Point is, Global Entry is a vetted trusted traveler program. And as you noted it's a Real ID. It's better than nothing. But who am I kidding, no one is going to bother me.

That website says you can have both, and can apply for the card separately if you already have the book.

If you live in NY, WA, MI, MN, or VT you can get an enhanced drivers license, which is equivalent to a passport card, except you don’t need to surrender your passport, you just bring it to the DMV. Too bad more states don’t offer them

Good luck. I mistakenly let my US book expire. And I've been waiting since February essentially. Took a month to get an appointment, most offices only allow 5-7 appts a day. Walk-ins are nearly impossible rn. Still says in processing with the state dept.

There's also the question of what ICE agents believe, which may not match the reality of the program necessarily. But visa holders and people from visa waiver countries can also get Global Entry, not sure how much ICE knows this.
