This is a map of the disasters to which FEMA responded in just the last 12 months. (Source: https://www.fema.gov/data-visualization/disaster-declarations-states-and-counties.) Note where the concentration lies. And a steady increase in climate change-induced severe weather doesn't bode well for states being able to handle disaster relief on their own.
