The only part of immigration that could be addressed by leaving the EU was net EU migration. The Tories wanted a fairer immigration system so relaxed RoW visa requirements. This was coming in Brexit or not.
A CU would mean an end to our own FTA's.

FTAs were mostly rollovers of EU agreements, the rest have been next to useless and one with USA would be one sided and offer minimal economic benefit. Although FOM only accounted for EU immigration it was pounced upon by Farage and the primary reason for the leave vote.
