Surely, the increase was due to Home Office simply changing how many visas they granted, which it always controlled anyway. The main effect of Brexit was to make thousands of EU (settled) immigrants feel unwelcome so they went home!

I recently spent a few days in hospital. Patients were 100% white British, hospital staff were roughly 66% Asian and African. Net immigration was higher between 2021-23 than during THIRTEEN YEARS of Labour's last tenure in government.

Conservatives introduced a cap on non-EU migration to reduce numbers coming into UK. In 2016 it would've been difficult to get a clear picture of what was happening. Cameron didn't wait to find out. May pushed an even harsher policy, whilst knowing UK had been working with EU on tighter borders.
