Seymour is conflating universal human rights, which are universal, with all the other rights, which are not. That's it. That's his trick.

Seymour's narrative on his Bill is clever in that he gets to do the classic thing of pretending to be the reasonable one in order to effectively gaslight opponents. "Why don't you want equal rights" etc etc.
