He has the same basic problem as Biden: he's been in office WAY too long, and his bank of novel ideas is long gone. Merely complaining that "Musk must be stopped" is both stating the obvious & all-around useless.
Schumer's simply been in the Senate too long to understand how to react to an unprecedented threat. (I don't think it's a coincidence that the most outspoken members of Congress have been Dems elected in the past 4-5 years.)
