Why isn't that man yet medicated? If a neighbor, co-worker, friend or family behaved as he does it would be reason for restraint and institutionalization followed by diagnosis and treatment before released back home.
I think if memory serves there was a partial lobotomy some time ago; but then again that might have been a dream as my dreams and reality seemed to have merged into one nightmare.
