I don't know enough about their behaviour. Do they stick around the same general area year over year?

Yes, they are very habitual. There are some spots around here where I've seen them for at least 4 years in a row. There's another spot my wife has seen them for more them 10 years.
I didn't see any signs of a Williamson's, no. But to be fair the rain kept this to more of a location scout from the vehicle. We didn't get a chance to walk much. It was dumb luck that we saw the owl whilst driving by.
My second time seeing one. First time was way up north by Fort Nelson. I was driving the truck. Slammed on the brakes and hiked half a kilometer back to get a picture π€£
