He is not the law. He is the president. In the United States that means he is supposed to execute laws passed by Congress, while supporting and defending the Constitution.

I doubt they can, given so many Americans identify with the "hard work gets you rich" billionaire myth they can`t see how that is sets American against American given there is always a portion who can`t work 3-4 jobs and put in 60-100 hour week which seems to be the accepted norm to be "American"

Until enough Americans get past the idea of the state building institutions for citizens similar to Europe, being "socialist". Then they can`t progress, its simple Universal healthcare, generous welfare, free education, state owned energy and water, etc are the basic pillars of a healthy society
