This. I’m sure the poultry producers are over the moon about this decision. “Great, we can put out more volume without those pesky tests.” Then, when people stop buying chicken because everyone’s getting sick, they’ll say they need a bailout.

Except that salmonella outbreaks are not very profitable for the industry either. It may be tempting for any individual company to cut corners if allowed to do so, but if all their competitors are held to the same cleanliness standards then it’s in everyone’s long term benefit to fight disease.
