My guess is that it's an USAAF Type A-1 from the late 1920s or very similar. The implication perhaps is that he is a humble former serviceman, particularly of blue-collar stock. Ultimately it matters that he's not wearing a suit jacket, so freedom of speech for all?
Tax, I believe. Apparently his farm wasn't doing well, so while he supported rebuilding the school, he was not as thrilled by the tax. No idea if he was willing to lose the school if he didn't have to pay the tax, though.

I heard somewhere that the guy in the painting was a local crank in his hometown who always made long-winded comments at every town meeting. Rockwell was saluting the man’s spirit, as well as the town’s (grudging) acceptance.
I never looked closely at this but wtf the guy's shirt zips up and his jacket buttons? These people are lucky to hear whatever this maverick has to say.
It's a quarter/half zip sweatshirt, pretty common, even at the time this was painted. I've got several similar for layering the exact way this guy is doing.
Honestly, I'd absolutely buy and wear a plaid one like this, that thing looks great.
