The term used to describe Guantanamo is less important than what takes place there. Since it hasn't happened yet, and since I can't predict the future, I have to wait and see how this unfolds.
Being outside US territory, Guantanamo may be operated without regard to most of the laws we take for granted, and it is very difficult for average people to observe what takes place there. The potential for nefarious pourposes is great.
Having so many instances of actual genocide in our shared history, we may learn common precursors to genocide. If we observe those precursors, we have a responsibility to prevent that eventuality if we can. In doing so, making comparison to historical instances can be helpful.
I agree that targeting immigrants isn't genocide, but it can become genocide, which seems the point most are making. I disagree with the specificity regarding ethnic or national groups.
