Not a geothermal expert, but I suspect there is a technology vintage difference. Geothermal has historically been custom to the location (hard to make the next project cheaper) and new companies like Fervo are trying to make it modular/repeatable to drive costs down a learning curve.

I can’t speak to projects that aren’t our, not familiar with their specific situation. Mineral rich brines can be hard to work with (compared to benign EGS brines) which could be a cost driver. The CEC/CEQA process also looks like it has extended much longer than anticipated (a few years now?)

BHE operates 12 other projects nearby, and CEC consolidated the environmental review for all 3, so CEQA not the issue. Surprising, esp given the carve out for geothermal in centralized procurement..
