Rubio has average intelligence, bad values, and weak diplomatic skills. Rubio has earned high positions in government by sucking up to rich people and doing their bidding. Rubio is irrelevant to any effort to help Ukraine or Europe, whether Rubio is bogged down by Musk/Trump or not.

I'd say that's an "and" not an "or". If you are meeting with the Secretary of State of the United States and feel compelled to ask for a meeting with their supervisor so you can get an actual decision maker in the room then we've failed in both ways.
