Anticipatory obedience from the Judicial branch was SCOTUS granting presidential immunity. Anticipatory obedience from the Legislative branch was all three candidates for Senate Leader promising to allow recess appointments. No surprise the fourth estate is leaning in toward anticipatory obedience.
